Best Value, Training Modules

The duty of 'Best Value' is one that local authorities owe to local people, both a taxpayers and as customers of local authority services. The achievement of 'Best Value' is not just about economy and efficiency, but also about effectiveness and the quality of local services.
 
Within the North Eastern Education and Library Board, a "Provision of Excellence Model" has been adopted that can be applied across the full range of services that the Board provides. The model comprises four key practical issues associated with 'Best Value' and takes cognisance of the effects that both the organisations' internal and external environments can have on its activities.
 
These key issues have been incorporated into four training modules, which can be used as a means of introducing and developing 'Best Value' within your organisation. The modules are the development of a section of NEEDS (North Eastern Education Direct Services) handbook which was the 1998 National award winner on 'Best Value' (ADLO/MJ Service awards).
 
The introduction of legislation for Northern Ireland regarding Best Value, in the form of the draft Local Government (Best Value) Bill, will require a greater emphasis on Best Value. While arguably the focus of the legislation will be on District Councils, there is no doubt that the principles will apply across the entire public sector. The module on consultation may be adapted to facilitate consultation in order to meet the demands of Section 75 Northern Ireland Act 1998 (Statutory Equality Obligation).
