Best value is the generic term covering the government's statutory guidelines for modernising the way local services are managed and delivered. The Government has defined Best value as a "duty to deliver services to clear standards - covering both cost and quality - by the most economic, efficient and effective means available". Best value is pitched as a duty to secure continuous improvement in service delivery.
To Whom does Best Value Apply?
Unlike CCT Best Value will apply to all local authority services, not just those, which were defined activities for the purposes of CCT. It will therefore apply to the full range of organisational services including direct and support services, libraries and regulatory functions such as Education Welfare, Home to School Transport and Educational Psychology Services.
