Board Members, Library Committee

Functions
1) The Committee shall at such times, in such form and in respect of such periods as the Board or the Department may direct, submit to the Board estimates of expenditure to be incurred by the Board in its capacity as a library authority.
2) The Committee may at any time and shall, if the Department directs the Board that the Committee should do so, prepare and submit to the Board a revised development scheme or an amendment to an existing development scheme in accordance with Article 74 of the Order.
3) The Committee shall advise the Board with regard to -
i) the efficient discharge of the Board's duties under Article 73 and 75 of the Order;ii) charges for library services under Article 77 of the Order;iii) the making of bye-laws under Article 78 of the Order;iv) such other matters as the Board may refer to it from time to time and may make recommendations to the Board on any other matters relevant to the library service as it considers necessary.
4) The Committee may advise the Board with regard to the recruitment, training and terms and conditions of service of professional library staff, subject always to the Board's general employment procedure and to such general oversight as the Staff Commission for Education and Library Boards may exercise under Article 82 of the Order.
Composition
At least 12 members of the Board including the Chairman of the Board, all members representing the Library interest and
- at least 4 Councillor representatives,
- at least 1 Transferor representative,
- at least 1 Maintained Schools' representative,
- at least 2 nominated members, of whom at least one should be a serving teacher representative
