Early Years

The North Eastern Education and Library Board acknowledges the child as a unique individual with unlimited potential for life-long learning and the importance of their learning experiences with developmentally appropriate practice through investigation, first–hand experience, talk and play.

The CASS Early Years Team seeks to provide high quality professional development to early years staff in all nursery schools and units, primary and special schools across the NEELB area. This includes provision of training, advice and support in relation to:

  • relevant whole school early years issues, eg SEN, Behaviour Management;

  • all areas of the pre-school curriculum;

  • Play-Based Learning and Learning Outdoors in relation to the Foundation Stage of the Northern Ireland Primary Curriculum;

  • leadership support in the nursery sector;

  • parenting.

The team is also committed to working in partnership with other relevant agencies and represents the NEELB in a range of other partner organizations.


The Education and Library Boards (ELBs) were dissolved on 31 March 2015. The Education Authority was established on 01 April 2015 and is now responsible for all of the operational functions previously carried out by the five ELBs in accordance with the Education Orders.
